English Language Proficiency Assessments for California

The ELPAC is required by federal and state laws to measure English Language Proficiency (ELP) for students with primary languages other than English. The ELPAC is aligned with the 2012 California English Language Development Standards and assesses four domains: Listening, Speaking, Reading and Writing. It consists of two separate assessments: one for the initial identification of students as English learners (ELs), and a second for the annual summative assessment to measure a student's progress in learning English and to identify the student's level of ELP.

Initial ELPAC

Is administered once to help identify students who need help learning English by determining whether the student is an English Learner (EL) or is fluent in English.  For more details see the Initial ELPAC website.

  • Students Tested
    Grades K-12, students with a home language other than English who are new to CA public schools 
  • Duration
    The Initial ELPAC is an untimed test. Estimated testing times vary by student.
  • Assessment Delivery Method
    Computer-based, secure browser, with paper/pencil test for K-2 Writing domain

Initial Alternate ELPAC

Is administered once for identification of English language proficiency to students with the most significant cognitive disabilities whose active IEP designates the use of an alternate assessment. For more details see the Alternate ELPAC website.

  • Students Tested
    Grades K-12, students with an active IEP that designates alternate assessment, with a home language other than English who are new to CA public schools

  • Duration
    Initial Alternate ELPAC is an untimed test. Estimated testing times vary by student.

  • Assessment Delivery Method
    Computer-based, secure browser and administered 1:1 by a test examiner
Summative ELPAC

Is administered annually to all English Learners (EL) to measure students' progress in learning English and to identify the student's level of English language proficiency. For more details see the Summative ELPAC website.

  • Students Tested
    Grades K-12, students who are classified as EL students
  • Duration
    The Summative ELPAC is an untimed test. Estimated testing times vary by student.
  • Assessment Delivery Method
    Computer-based, secure browser, with paper/pencil test for K-2 Writing domain

Summative Alternate ELPAC

Is administered annually to all English Learners (EL) with the most significant cognitive disabilities whose active IEP designates the use of an alternate assessment and provides information on student annual progress toward English language proficiency. For more details see the Alternate ELPAC website.

    Grades K-12, students with an active IEP that designates alternate assessment, and who are classified EL students
