From Legacy to Future-Ready: LBUSD Advances Resource Planning Modernization

Long Beach Unified is moving forward with a carefully planned effort to modernize several core business systems through its Resource Planning Modernization (RPM) project. This work supports essential District operations, including payroll, purchasing, recruiting and assignment of staff, and budgeting and accounting.

Many of our core systems were developed more than 30 years ago and were not designed to support the scale and complexity of today’s operations. Modernizing these tools will improve reliability, strengthen data security, and ensure dependable systems to support staff, students and families.

We are at a critical point: without modernization, system instability will increase, disruptions will become more frequent, and the District’s ability to operate effectively will be at risk. The RPM project is currently underway, with the District approximately halfway through Phase 1, which focuses on financial systems. The work completed so far includes identifying project teams, establishing project controls, developing detailed work plans, validating business requirements, initializing the software environment, and performing data conversions. The new Oracle Fusion software will replace dozens of aging, standalone systems. The anticipated savings are primarily driven by cost avoidance in hardware, software, vendor services, and long-term support for maintaining outdated systems.

While LBUSD continues to make careful decisions during a challenging budget environment, maintaining outdated systems would ultimately lead to higher long-term maintenance and vendor costs and increase operational risk.

The District began planning this modernization effort in 2022 through requirements gathering, market research, and a competitive procurement process. Moving forward now reflects the culmination of that multi-year planning effort and positions the District to stabilize long-term operating costs, strengthen data security, and complete implementation by the 2028–29 school year.
