Tentative CSEA Agreement on School Opening Memorandum

Bargaining teams for the Long Beach Unified School District and the Classified School Employees Association have reached a tentative agreement on a School Opening Memorandum of Understanding (MOU).

The MOU would go into effect following approval by the LBUSD Board of Education and through CSEA’s ratification process, detailed under CSEA Policy 610. The tentative agreement includes the option of worksite flexibility for the following members of the bargaining unit to work from an alternate location:

  • Accompanist
  • Behavior Intervention Assistant (BIA)
  • Behavior Intervention and Coaching Specialist
  • Instructional Aide Classifications (IA)
  • Instructional Aide Special Classifications
  • Instructional Assistant Classifications
  • Sign Language Interpreter
  • Speech-Language Pathology Assistant (SLPA) Classifications

Eligible bargaining unit members who choose an alternate work location would be required to electronically submit a Classified Employee Alternate Work Location Agreement (which would be posted on the LBUSD Human Resource Services website) and receive formal approval from HRS prior to working offsite. This Alternate Work Location Agreement would expire for employees assigned to sites, classrooms or students brought back for in-person instruction and/or assessment.

The MOU also addresses staff safety, screening of staff, reporting unsafe conditions, leaves of absence, accommodations, work hours, duties, mutual review of new regulations and guidelines, and other topics. 

If approved, this MOU shall be in effect until June 30, 2021, or upon an order from the State of California or District Board (whichever comes first) requiring employees and students to return to work in a traditional school, pre-coronavirus setting and work schedule.

The full MOU will be shared in the coming days pending final approval through CSEA’s 610 Process.
