State Funding

The State Instructional Materials Fund Realignment Program (IMFRP) is the source of funding for textbooks. The Long Beach Unified School District allocation is based upon the Average Daily Attendance (ADA) reported in April of the previous fiscal year. The IMFRP allocation is approximately $25 per student. Governing guidelines for IMFRP funding require that a basic textbook be provided to every student in each of the core subject areas of Language Arts, Mathematics, History Social Science, Science, Health, and Foreign Language, if applicable.  After every student district-wide has a basic textbook in each of the above areas, IMFRP guidelines allow for the expenditure of funds for supplemental instructional materials.

 LBUSD compliance with the IMFRP guidelines is being monitored by a semi-annual classroom inventory, one in the fall at the opening of school and another in the spring prior to summer break. Core subject areas, as well as health and foreign language, are being inventoried.  The Board of Education is required to hold a public hearing to address the sufficiency of textbooks in the four core areas plus health and foreign language and to  certify that each student has a textbook or to identify the steps being taken to resolve the shortage if one exists.

The major funding source for school libraries is the School/Library Improvement Block Grant. To date this funding has provided:

  • several thousand library books
  • increased number of computers available for student research in the libraries
  • access to on-line subscriptions for newspapers and periodicals
  • increased collections of non-print resources in the libraries
